This is Rusty, A Cocker Spaniel by Major S. P. Meek, U.S. Army, illustrated by Jacob Bates Abbott, the Fourth Printing of May 1942 from Wm. Penn Publishing Corp., New York, in its pictorial dust jacket.

The dust jacket has a large piece missing at the bottom of the front panel and chips at the spine ends, and a previous owner's bookplate is on the front endpaper, while the brown cloth and pages inside are clean, as the photos show.

Ruth Hilton falls for a little cocker spaniel in a pet shop window and brings him home even though her fiance scoffs. Over the next year Rusty faces burglars, savage dogs, and a forest fire, and his loyalty is tested again and again.
